THE HAITI SCAM
In the aftermath of the January 2010 earthquake, while Hillary Clinton was secretary of state, the Obama administration and Congress gave Bill Clinton carte blanche in handling hundreds of millions of U.S. taxpayer dollars flowing to Haiti for recovery and reconstruction. This translated into enormous political power for the former president in the poorest country in the hemisphere.

On Tuesday, January 12, 2010, a 7.0 magnitude earthquake hit Haiti some fifteen miles southwest of Port-au-Prince, causing massive damage in the capital city and much of the southern part of the island. According to U.S. Geological Service official estimates, 316,000 people were killed, while another 300,000 were injured, and 1.3 million displaced. Property damage was equally severe, with an estimated 97,294 houses destroyed, plus another 188,383 damaged.1
“The earthquake, the worst in the region in more than 200 years, left the country in a shambles,” the New York Times reported. “As night fell in Port-au-Prince, Haiti’s capital, fires burned near the shoreline downtown, but otherwise the city fell into darkness. The electricity was out, telephones were not working and relief workers struggled to make their way through streets blocked by rubble.”2
CLINTONS RUSH TO HAITI DISASTER SCENE
On January 16, 2010, Reuters reported that Secretary of State Hillary Clinton had left Washington for Haiti, accompanied by U.S. Agency for International Development director Rajiv Shah, on an airplane carrying relief supplies. Clinton had planned to meet with Haiti president René Préval and U.S. relief workers on a one-day trip. Reuters reported that Clinton, who cut short a trip to the Asia-Pacific region because of the earthquake, said her trip to Haiti was aimed at getting an up-close look at both the damage and the unfolding relief effort. “We will also be conveying very directly and personally to the Haitian people our long-term unwavering support, solidarity and sympathies,” Clinton told a news briefing.3
Separately, Mark Landler of the New York Times reported from Port-au-Prince on that same Saturday that Cheryl Mills, Clinton’s chief of staff, also accompanied Clinton and USAID director Shah to Haiti, noting that Mills oversaw Haiti issues at the State Department. Clinton told Haitian journalists that she was in Haiti at the invitation of the Haitian government to help the people. “I know of the great resilience and strength of the Haitian people,” said Clinton, who commented that she had visited Haiti with her husband when they were newlyweds. “You have been severely tested, but I believe that Haiti can come back even stronger and better in the future.”4 Mills conducted two State Department briefings with Shah, one on January 13, 2010,5 and the second two days later,6 during which she made clear she was the State Department person in charge when it came to directing the USAID efforts in Haiti.
Six days after the earthquake, Bill Clinton arrived in Haiti, just as citizens of Port-au-Prince were in an exodus from the capital “by boat, bus, car and truck, in uncertain quest for shelter, fresh water and stability in the countryside.
